ANALYSIS AND REFERENCE OF THE PAPUA DIPLOMACY STRUGGLE AN INTERNATIONAL LEVEL IN 2017

  

Seven Pacific countries under the leadership of Solomon Islands Prime Minister Hon. Menaseh Sogavare and Vanuatu PM Hon. Charlot Salwai has succeeded in bringing the issue of West Papua at UN General Assembly Debated in New York, USA in September 2016  a  ago.

The issue is very great and big power on International and all the people of West Papua and Papuan independence supporters around the world are very happy and joyous.

But Indonesian has responded with a ridiculous statement to avoid the accused.

What has the Indonesian said? Indonesian has always said that it’s internal issues of  Indonesia and the Pacific States do not have accurate data about West Papuans Human Rights abuses. Indonesian also accused that the seven Pacific States Sovereignty disrupt Indonesian over West Papua.

Remember that, First Right Refly on UN General Debated: What did Indonesian has issued the statements? Indonesia in turn accused seven Pacific nations especialy Republic of Vanuatu and the Solomon Islands that supports terrorists in West Papua were always attacking and killing Members of the TNI (Indonesian National Military/Police and even Civil Society.

What ever be answered by the Special Envoy for West Papua (Mr. Rex Horoi) under "First Right Refly towards off Indonesian denials? The answer: We have the data, either from the NGOs, West Papuans Activists and also from the United Nations members countries. 

This answer weak to shoot Indonesian, because the ammunition that the substance has not been issued in an international forum.

Remember that, talking and hitting Indonesian in any International Forum is substantially of the root problems in West Papua since the New York Agreements  on August 15^th, 1961, Submission of the Administrative Governance in West Papua from the Dutch Government to Indonesian through military invasion begins in May 1st, 1963, the Contract of Work PT. Freeport Indonesia unilaterally by Indonesian and the United States of America in 1967, as well as the implementation of PEPERA (An Act of Free Choice or we called that An Act of No Choice) is undemocratic and full manipulatived by Indonesian in 1969.

Remember that, Human rights violations in West Papua have been and being faced by the Indigenous people of West Papua in the lands of Papuans birth, as a result of basic rights violations that have been violated by Indonesians, the United Nations, the United States of America and the Netherlands which is mentioned above on this article.

Therefore the Papuan People's diplomators who believed by people of West Papua  to trust and expect, in order to conduct diplomacy gives a good understanding to the supporters so that they can do a resistance to Indonesian with a solid foundation and a powerful laxative.

In this case, at a session of the UN Human Rights Council in Switzerland Geneva also the same. That is to say that this means in turn  of Indonesians accused Pacific Island countries. 

That Indonesian degrading Pacific Islands countries with voiced of Vanuatu and the Solomon Islands that have advanced in the construction and public services and many human rights violations, including human rights violations against Women and Children.

It is a fact that we see and face therefore it is good we are looking for the right format to the fully independence  of West  Papua. And more for the Papuans  diplomators to be the principle, which currently deliver a message to the which countries that support  West Papua should be talking to issue of  Self-Determination only, do not turn away. 

This is key and the main demands of the Papua People are Self-Determination, that the supporter States would not talk human rights violations only.  

Increased the human rights violations in West Papua because of the violation of the basic right to self-determination for the Melanesians people of West Papua.

Conclusion:

Pacific Island Countries supports us was great, but not directed to the destination to Referendum yet;

Papua be independence quickly, if we do the rescue and the last real self-defense. What is that? The answer is in the hands of each fighters and the Papuans people themselves.

Similarly, Analysis and Reference of this we wroted based on performance evaluation of Papuans diplomacy leaders at international level is not maximized.

ANALISIS DAN REFERENSI PERJUANGAN DIPLOMASI PAPUA DI TINGKAT  INTERNASIONAL TAHUN  2017

Tujuh Negara Pasifik dibawah pimpinan PM Solomon Islands Hon. Menaseh Sogavare dan PM Vanuatu  Hon. Carol Salawi telah berhasil membawa isu Papua di Sidang Malejis Umum Perseikatan Bangsa-Bangsa di New York, Amerika Serikat pada September 2016 silam. 

Isunya sangat bagus dan mendunia, dan semua orang Papua dan pendukung Papua merdeka di seluruh dunia sangat senang dan gembira ria. Namun Indonesia menjawab dengan pernyataan yang konyol untuk menghindari dari tuduhan. 

Apa kata Indonesia? Indonesia selalu mengatakan itu masalah internal Indonesia, dan Negara-Negara Pasifik tidak memiliki data yang akurat. Indonesuia juga menuduh tujuh Negara Pasifik mengganggu Kedaulatan Indonesia atas Papua. 

Ingat, First Right Refly: Apa yang  Indonesia pernah keluarkan pernyataan? Indonesia balik menuduh tujuah Negara Pasifik bahwa Vanuatu dan Solomon Islands mendukung Teroris di Papua yang selalu menyerang dan membunuh Anggota TNI/POLRI dan Masyarakat Civil. 

Apa yang pernah dijawab oleh Special Envoy for West Papua (Mr. Rex Horoi) dalam “First Right Refly untuk menepis bantahan Indonesia? Jawabanya: Kami mempunyai data, baik itu dari NGO, Activis orang Asli Papua dan juga dari PBB. Jawaban ini lemah untuk menembak Indonesia, karena amunisi yang substansinya belum keluarkan dalam forum Internasional. 

Ingat, yang harus bicara dan tekan Indonesia di Forum Indternasional adalah hal substansial yaitu akar Masalah Papua dari sejak New York Agreements  15 Agustus 1961, Penyerahan Admistrasi Pemerintahan di Papua dari Pemerintah Belanda kepada Indonesia melalui invasi militer dimulai pada 1 Mei 1963, Kontrak Karya PT. Freeport Indonesia secara sepihak oleh Indonesia dan Amerika Serikat pada tahun 1967, serta Pelaksanaan PEPERA (An Act of Free Choice or we called An Act of No Choice)  yang tidak demokratis dan manipulative oleh Indonesia tahun 1969. 

Ingat bahwa, Pelamnggaram HAM di Papua telah dan sedang dihadapi oleh Orang Asli Papua di Tanah kelahirannya, akibat dari pelanggaran Hak dasar yang telah dilanggar oleh Indonesia, PBB, Amerika Serikat dan Belanda yang kami sebutkan di atas ini.

Oleh karena itu para diplomator Papua yang Rakyat bangsa Papua percayakan  dan harapkan, agar dalam melakukan diplomasi memberikan pemahaman yang baik kepada para pendukung supaya mereka bisa lakukan perlawanan kepada Indonesia dengan dasar yang kuat dan peluruh yang ampuh. 

Dalam hal ini, pada sidang Dewan HAM PBB di Geneva Swizerland pun sama. Artinya Indonesia balik menuduh Negara-negara Pasifik. Bahwa Indonesia merendahkan martabat Negara-negara Pasifik, dengan mennyatakan bahwa Vanuatu dan Kepulauan Solomon saya belum maju dalam pembangunan dan pelayanan publik dan banyak pelanggaran Ham termasuk pelanggaran Ham terhadap Perempuan dan Anak-Anak. 

Hal ini fakta yang kami lihat dan hadapi, oleh karena itu alangkah baiknya kita mencari format yang tepat untuk menuju Papua merdeka penuh. Dan lebih khusu kepada diplomator Papua agar lebih prinsip, dimana saat menyampaikan pesan kepada Negara-negara pendukung yang harus bicara adalah Hak Penentuan Nasib sendiri, jangan belok jauh. Ini kunci dan tuntutan utama Bangsa Papua adalah Self Determination, supaya para Negara pendukung jangan bicara pelanggaran HAM saja. Pelanggaran HAM ada karena melanggar Hak Dasar Menentukan Nasib Sendiri (Self Determination) bagi orang asli Melanesia di Papua Barat. 

Kesimpulan:

Negara-Negara Pasifik mendukung kami hebat, tapi belum terarah ke tujuan Referendum;

Papua bisa merdeka cepat, apabila kita lakukan tindakan penyelamatan dan pembelaan diri terakhir yang nyata. Apa itu? Jawabannya ada di tangan setiap pejuang dan rakyat Papua sendiri.
